Electronic Message Sent to Mr. Vice President Biden:
The illegal workers issue can be managed by granting a “Temporary
Work Search Permit” (TWSP) to individual foreign workers at port of entry.
The permits’ cards would also serve as IDs and include photo, finger
prints, initial U.S. address, foreign passport number, and would be issued
to would-be workers with no criminal records. Each TWSP would expire
in a number of months specified in the permit and in the card. During that
period of time the would-be worker would need to: (1) find a job and report
it, (2) leave the U.S.A. if no job is obtained or (3) request an extension of
time to continue seeking employment. Changes of addresses would also
need to be reported. An automatic extension for a number of years would
be granted when a job is reported. The worker would not need to have a
tentative job as to be issued a TWSP at his/her entrance, but would need
to leave the country or be deported if not working (after expiration of the
TWSP) and having not requested an extension of time. Re-enter permits
may be also granted. The worker would be free to travel abroad for
vacation or other needs.
With the TWSP, there would be a new legal group of people in the U.S.:
In addition to: (a) U.S. citizens, (b) green-card holders, (c) people with
tourist or business visas, (d) people who do not need passport visas
to visit the USA, and (e) people with other statuses -like international
students and diplomats: the (f) TWSP holders will not exceed the
quantity the U.S. economy induces and society accepts.
They will not abandon their families in their countries and be unemployed
in the U.S. and unable to provide for their families.
The TWSP mechanism focuses in (1) economic and sociological trends
in a changing world, (2) freedom in the U.S.A., and (3) the leadership and
friendship roles of the U.S.A.
Foreigners will not come in larger numbers than those established by
demand and supply in labor markets.
TWSPs should suffice for order and control. Besides, since only
criminals would need to try to cross illegally the borders, TWSPs
contribute to facilitating security.
The U.S.A. is THE leader of the world and needs to induce right attitudes
in the Planet in the next years and decades. Effective acts of friendship
and cooperation with Continental neighbors -for their achievement of
excellence in economic performance, will moderate immigration trends;
generating political, economical and sociological prosperity and stability
south of the border.
