(3) Using a Wall to Control the Flow of Workers Vs Letting Economy Forces to Regulate Natural Sociological Trends There is no excess of illegal workers / immigrants in the Country –from an economic point of view. A range of unemployment is considered healthy for the economy (due to trade offs between employment and inflation) –including maximums and minimums of unemployment in economy sub-sectors like the labor market of illegal workers / immigrants. If the US decides not to build a wall at the South border, immigrants and temporary workers from south of the border may continue to come in the amounts they are needed and fit in the US economy: They will not come in larger quantities than those broadly established by supply and demand in labor markets. Order can be maintained by means of the “Foreign Workers Program” (FWP) – outlined in comment (1) above with basis on the President’s Proposal for a Temporary Work Program. The FWP would issue the ‘Temporary Work Search Permit’ (TWSP) as explained in comment (1) above. Legal workers from south of the border will not come to the US in too large numbers if their perception is that it’s too difficult to get a job in America: They will no leave their families in their countries and be unemployed in the US and be unable to provide for their families.
